About

Created in 1971 with federal funding under the Developmental Disabilities Assistance and Bill of Rights Act, the Connecticut Council on Developmental Disabilities is the state's federally mandated DD Council. The Council does not provide direct services — instead it funds innovation projects and provides technical assistance for systemic change.

What They Do

CTCDD invests in technology adoption, professional training, public policy development, and community business innovation. Focus areas include enabling community living, self-direction, self-advocacy support, parental assistance, competitive integrated employment, post-secondary education access, and accessible transportation.

Who They Serve

People with developmental disabilities in Connecticut, their families, caregivers, and service agencies seeking technical assistance, grant funding, and policy support. The council also serves policymakers and state agency staff working to build more inclusive systems.

Community Note

100% federally funded under the DD Act; does not provide direct services but funds and technically supports community-led projects.
