Japanese Federation of the Deaf(JFD)
Japan's national organisation of Deaf people, founded in 1947 and representing approximately 22,000 members. JFD campaigns for Japanese Sign Language recognition, accessible communication, and the right of Deaf people to participate in all areas of civic life. It is a member of the World Federation of the Deaf.
About
The Japanese Federation of the Deaf (JFD) is Japan's longest-standing national Deaf organisation, founded on 25 May 1947 with its first National Congress held in Kyoto in 1948. With approximately 22,000 members across Japan, JFD is the primary voice of the Deaf community in national policy discussions. It holds membership in the World Federation of the Deaf and has hosted the World Deaf Congress in Tokyo.
What They Do
JFD advocates for the legal recognition of Japanese Sign Language (JSL) as an official language and works to revise laws that restrict Deaf people from entering certain professions. The federation supports the national sign language interpreter training and certification system, promotes Deaf culture, and submits evidence to the government and UN treaty bodies on the situation of Deaf persons. Its work was pivotal in the 2011 passage of Japan's Sign Language Act in Tottori Prefecture, sparking a national movement.
Who They Serve
JFD serves Deaf and hard-of-hearing people throughout Japan, including Deaf adults seeking professional and civic opportunities, Deaf students, and their families. It supports local Deaf associations nationwide and represents Japan's Deaf community at international forums, with particular focus on those who use Japanese Sign Language as their primary means of communication.
