Texas Council for Developmental Disabilities(TCDD)
The Texas Council for Developmental Disabilities is the federally funded state planning council that drives systemic change so all Texans with developmental disabilities are fully included in their communities and able to exercise control over their own lives. TCDD funds grants, produces research, and advocates for public policy improvements across employment, education, housing, and community living.

The Texas Council for Developmental Disabilities (TCDD) is the state's federally funded developmental disabilities planning council, established under the federal Developmental Disabilities Assistance and Bill of Rights Act. Headquartered at 6201 E. Oltorf Street in Austin, the 27-member Council is required by law to have a majority of members who are people with developmental disabilities or their immediate family members, ensuring lived experience drives its priorities.
What They Do
TCDD funds grants to nonprofits and self-advocacy organisations across Texas, commissions research and data reports on the state of DD services, and engages the Texas Legislature and state agencies on systemic policy improvements. Focus areas include supported employment, inclusive education, community-based housing, self-advocacy leadership development, and transition from school to adult life. TCDD also provides disability policy academy training for advocates and publishes accessible guides on navigating state services.
Who They Serve
Texans with developmental disabilities—including intellectual disability, autism, cerebral palsy, epilepsy, and other conditions that arise before age 22 and result in substantial functional limitations—along with their families and the organisations that serve them across all regions of the state.
