About
The National Association of the Deaf (NAD) is the oldest and largest disability civil rights organization in the United States, founded in 1880. Its Captioning for Access resource hub supports long-standing NAD advocacy for high-quality, accurate captioning across broadcast media, online video, live events, and telecommunications.
What It Does
The portal covers open and closed captions, real-time CART services, and Internet Protocol Captioned Telephone Services (IP CTS). Separate pages explain when captioning is legally required under the ADA and Section 508, how to file complaints about poor captioning quality, and how to connect with CART providers for live events. It also addresses captioning access for deaf-blind individuals using Braille displays.
Who It Helps
This resource serves Deaf and hard-of-hearing individuals who need captioning access for work, school, entertainment, and daily life, as well as employers, educators, and event organizers who need to understand their legal captioning obligations under federal law.
