Consejo Nacional de Personas con Discapacidad(CONAPDIS)
CONAPDIS is Costa Rica's national governing body for disability rights, created by Law 9303 in 2015 as successor to the National Council for Rehabilitation and Special Education founded in 1973. It oversees the National Disability Policy (PONADIS), coordinates disability services across public and private sectors, and promotes the full inclusion of persons with disabilities throughout Costa Rican society.

The Consejo Nacional de Personas con Discapacidad (CONAPDIS) was established by Law 9303 on 26 May 2015 as a highly decentralised agency attached to the Ministry of Labour and Social Security, succeeding the National Council for Rehabilitation and Special Education (CNREE) founded in 1973. It is the primary governing body for disability rights and policy in Costa Rica.
What They Do
CONAPDIS oversees compliance with the human rights of the disability population, governs and implements the National Disability Policy (PONADIS), provides monetary transfers and legal advice, issues disability certifications, delivers training programmes, and operates the National Disability Information System (SICID). It coordinates cross-sector action to mainstream disability inclusion in public services.

CONAPDIS serves all persons with disabilities in Costa Rica and their families, as well as institutions, employers, and organisations seeking to meet disability rights obligations. Services are delivered through its central office in Heredia and regional branches throughout the country.
