Organization

Consejo Nacional de Personas con Discapacidad(CONAPDIS)

Constituted in 2015 under Costa Rican Law 9303, CONAPDIS is the governing body on disability responsible for promoting and overseeing the human rights of persons with disabilities and fostering their inclusive development across all areas of society. It also coordinates SICID, the national disability information system.

CONAPDIS (Consejo Nacional de Personas con Discapacidad) is Costa Rica's national disability authority, established by Law 9303 of 2015. Attached to the Executive Branch, it sets policy direction, monitors compliance with disability rights standards, and coordinates action across government institutions to advance the full inclusion of persons with disabilities.

What They Do

CONAPDIS promotes implementation of the UN Convention on the Rights of Persons with Disabilities, coordinates the Costa Rican Disability Information System (SICID), advises public and private entities on accessibility standards, and funds civil-society disability organisations. It also monitors accessibility in public spaces, transport, and digital services.

All persons with physical, sensory, intellectual, and psychosocial disabilities in Costa Rica, as well as the families, carers, and advocacy organisations that support them.
