Consejo Nacional de Personas con Discapacidad(CONAPDIS)
CONAPDIS is Costa Rica's autonomous public institution governing disability rights, responsible for promoting and monitoring compliance with human rights of persons with disabilities and fostering their inclusive development across all areas of society. It works alongside more than 95 civil society organisations.
About
CONAPDIS (Consejo Nacional de Personas con Discapacidad) is an autonomous government institution established as the governing body for disability policy in Costa Rica. It has administrative, financial, and technical autonomy, and is tasked with ensuring equal rights and opportunities for persons with disabilities under national and international law, including the CRPD.
What They Do
CONAPDIS advises public and private entities on accessibility compliance, oversees disability certification processes, develops inclusive public policies, and partners with more than 95 disability organisations across Costa Rica. It has collaborated with Airbnb and the Costa Rican Accessible Tourism Network to advance accessible accommodation, and is active in developing disability inclusion plans with a 2024–2030 national action plan.

CONAPDIS serves Costa Ricans with all disabilities, their families, and the public and private institutions that must meet Costa Rica's accessibility and non-discrimination obligations.
