Japan Disability Forum(JDF)
Japan's primary national umbrella body for disability organisations, established in 2004 and comprising 13 national-level member organisations. JDF led Japan's civil society campaign to ratify the CRPD in 2014 and produces shadow reports for UN treaty monitoring. It advocates for comprehensive national disability legislation and inclusive social policies.

The Japan Disability Forum (JDF) is a national umbrella network established in 2004, bringing together 13 national-level organisations of and for persons with disabilities. Located in Shinjuku, Tokyo, JDF was instrumental in Japan's ratification of the UN Convention on the Rights of Persons with Disabilities in 2014 — the culmination of the longest civil society campaign of its kind in Japanese history. JDF also established an emergency headquarters after the 2011 Great East Japan Earthquake to coordinate support for displaced disabled people.
What They Do
JDF conducts treaty monitoring through the submission of shadow/parallel reports to UN CRPD committees, engages with Japanese government policy processes on disability legislation, and promotes inclusive approaches within Asian and Pacific Decade frameworks. It coordinates its member organisations' positions on legislative reform, accessibility standards, and anti-discrimination measures.
Who They Serve
JDF serves its 13 member organisations representing the full spectrum of disability groups in Japan — including physical, intellectual, psychiatric, visual, deaf, and other communities. Indirectly, its policy and legislative advocacy benefits the estimated 9.6 million persons with disabilities living in Japan, with particular attention to those most marginalised from economic and social participation.
