Kentucky Protection & Advocacy
Kentucky Protection and Advocacy is the Commonwealth's designated Protection and Advocacy system, established in 1977 to protect and promote the rights of Kentuckians with disabilities through legally based individual and systemic advocacy. Headquartered in Frankfort, KY P&A administers six federally mandated advocacy programmes statewide at no cost to clients.

Established in 1977 and headquartered at 11 Mill Creek Park in Frankfort, Kentucky Protection and Advocacy (KY P&A) is the official Protection and Advocacy system for the Commonwealth of Kentucky. KY P&A is an independent state agency governed by a board composed primarily of people with disabilities and their family members, ensuring consumer direction of its advocacy priorities.
What They Do
KY P&A operates six federally mandated advocacy programmes covering developmental disabilities, mental illness, assistive technology, Social Security beneficiaries, traumatic brain injury, and individual rights. Services include information and referral, technical assistance, legal advocacy, investigations of abuse and neglect, monitoring of facilities, and systemic policy advocacy. The agency also administers the Client Assistance Program supporting individuals in vocational rehabilitation.

Kentuckians with all types of disabilities — physical, psychiatric, intellectual, developmental, and sensory — of all ages throughout the Commonwealth, with all services provided free of charge.
