About
The Minnesota Council on Disability (MCD) was established by the State Legislature in 1973 to advise the Governor, state agencies, Legislature, and the public on disability issues. Its 17 Governor-appointed members must by law include a majority of people with disabilities, giving MCD an authentically disability-informed voice in state policy.
What They Do
MCD monitors and advises on disability civil rights, ADA compliance, building accessibility codes, disability parking, emergency preparedness, and voting accessibility. The council conducts approximately 20,000 technical assistance consultations annually, delivers in-person and virtual training across Minnesota, and tracks and influences state legislative developments affecting people with disabilities.

MCD serves Minnesotans with any disability, state agencies, local governments, businesses, and the general public seeking guidance on disability access, rights, and inclusion. Technical assistance consultations are available at no cost.
