Secretaría Nacional de Discapacidad(SENADIS)
SENADIS is Panama's National Secretariat for Disability, the lead government institution directing and executing social inclusion policy for persons with disabilities and their families. It issues official disability certificates and partners with the Ministry of Labour to drive employment inclusion.

SENADIS (Secretaría Nacional de Discapacidad) is Panama's lead executive body for disability inclusion, operating under the National Advisory Council on Disability (CONADIS). Its mission is to direct and execute social inclusion policy for persons with disabilities, promote attitudinal change, and ensure equal opportunities and respect for human rights across all sectors of Panamanian society.
What They Do
SENADIS administers the national disability certification programme under Law 134 of 2013, which entitles certified persons to access benefits and exercise protected rights. The Secretariat coordinates employment inclusion initiatives with the Ministry of Labour (MITRADEL), runs the national strategic plan for disability, and oversees accessible public services and infrastructure compliance.
