Protection and Advocacy System, Inc.(WYPANDA)
Wyoming's Protection and Advocacy System is a federally authorised nonprofit established in 1977 that protects the human, civil, and legal rights of Wyomingites with disabilities through legal representation, individual advocacy, education, and facility monitoring. Based in Cheyenne, it serves veterans with disabilities alongside all other disability populations across the state.

Established in 1977, the Protection and Advocacy System, Inc. (commonly known as WYPANDA) is a nonprofit corporation authorised by Congress to implement federal disability rights laws in Wyoming. It operates with independence from state government and is federally funded to ensure that the rights of people with disabilities — including veterans — are protected, expanded, and enforced.
What They Do
WYPANDA provides free legal representation, individual advocacy, self-advocacy skill-building, facility monitoring and investigation of abuse and neglect, and information and referral services. The organisation helps people navigate systems for vocational rehabilitation, mental health services, assistive technology, traumatic brain injury support, voting rights, and physical facility access.
Who They Serve
WYPANDA serves Wyomingites of all ages with any disability — including veterans with service-connected disabilities — free of charge statewide. Services are available across Wyoming's largely rural landscape including small towns, ranching communities, and the Wind River Indian Reservation.
