About this resource

About

The Center for Parent Information and Resources (CPIR) is the federally funded national hub for US parent training and information centres operating under IDEA. Its Part C resource section is one of the most comprehensive, family-friendly explanations of early intervention law and process available online, with materials translated into clear language accessible to all caregivers and available in Spanish.

What It Does

CPIR's Early Intervention hub walks families through all eight stages of the Part C process — from referral and evaluation through the IFSP meeting, service delivery, and transition planning as the child approaches age three. It defines key terms (IFSP, service coordinator, natural environments), explains parent rights and procedural safeguards, links to state-by-state resource directories, and provides downloadable training modules for parent advocates.

Who It Helps

Families of infants and toddlers (birth to age three) with developmental delays or disabilities who want to understand their child's rights under federal law, navigate the early intervention system, or prepare for the transition to Part B preschool special education services.
