PACER Center (Parent Advocacy Coalition for Educational Rights) is a nationally recognised parent-led organisation based in Bloomington, Minnesota, and the federally funded Parent Training and Information Center for Minnesota. Its Early Childhood and Family Information and Resources Project supports families of infants, toddlers, and preschoolers with disabilities across all disability categories.
PACER provides free workshops, individual consultations, printed resource guides, and online materials covering IDEA Part C early intervention entitlements, Individualised Family Service Plans (IFSPs), the transition from Part C to Part B preschool special education, and disability-specific information. Resources are available in multiple languages and cover conditions including autism, Down syndrome, cerebral palsy, sensory impairments, and developmental delays.
Parents, guardians, and family members of infants, toddlers, and preschoolers with any type of disability who need help understanding their early intervention rights, navigating IFSP meetings, or preparing for the transition to school-age special education services.
