The Ticket to Work programme was created under the Work Incentives Improvement Act of 1999 and is administered by the Social Security Administration. The public-facing Choose Work portal serves as the entry point for beneficiaries and provides plain-language guidance on how working affects SSA benefits.
Participants connect with approved Employment Networks (ENs) or State Vocational Rehabilitation agencies, which provide free career counselling, job placement assistance, and ongoing employment support. Work Incentives Planning and Assistance (WIPA) counsellors explain exactly how earned wages affect SSDI and SSI payments, Medicaid, and Medicare so participants can make informed decisions. A defined trial work period protects benefits while a person tests the waters of employment.
Anyone aged 18–64 who receives Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI) due to a disability and is considering entering or re-entering the workforce. All services are provided at no cost to the participant.
